The Ministry of Lands and Natural Resources has upheld the outcome of the competitive tender process for the Damang Mining Lease, approving Engineers and Planners Limited as the successful bidder.
The decision, announced in a press release dated April 7, 2026, follows the submission of a report by the Tender Committee established by the Minerals Commission under the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176).
According to the Ministry, Engineers and Planners Limited emerged as the highest-ranked bidder after a rigorous evaluation process, demonstrating strong technical capacity, financial strength, and a viable operational plan for the Damang Mine.
The statement explained that the company met all mandatory requirements, including proof of access to at least 500 million dollars in financing, and presented a detailed proposal aimed at extending the life of the mine beyond ten years.
A total of four companies submitted bids before the March 31, 2026 deadline, namely Vortex Resources Mining Group, Engineers and Planners Limited, Heath Goldfields Limited, and Maripoma Mining Services Limited.
However, only two firms, Engineers and Planners Limited and Heath Goldfields Limited, satisfied the mandatory requirements after verification. The remaining two companies were disqualified for failing to provide the necessary documentation.
Following technical evaluation, Heath Goldfields Limited did not meet the minimum qualifying score of 80 percent, leading to the exclusion of its financial proposal from further consideration.


The Ministry emphasized that the selection was based strictly on established evaluation criteria, with Engineers and Planners Limited attaining the highest score and presenting the most viable tender.
The Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, has since approved the recommendation and directed the Minerals Commission to take all necessary regulatory steps to formalize the award.
The Ministry also commended members of the Tender Committee for their professionalism and dedication, reaffirming government’s commitment to ensuring that the Damang Mine continues to contribute significantly to Ghana’s economic development.
